    Aspectos conceptuales: teoría del bienestar, enfoque de las necesidades básicas, enfoque de las capacidades, desarrollo humano. Comportamiento de los pobres: aversión al riesgo, falta de acceso al financiamiento. Medición de la pobreza: método de línea de pobreza y de necesidades básicas insatisfechas. Indices de pobreza. Descomposición de las medidas de pobreza entre sub-grupos. Efecto del gasto social sobre la pobreza y la distribución. Justificación de las principales políticas sociales: educación, salud, nutrición, pobreza, empleo, sistemas previsionales. Financiamiento de las políticas sociales. Políticas sociales, pobreza, distribución y crecimiento. Descentralización. Focalización, universalidad o seguridad social. Provisión de servicios sociales por empresas y ONGs. Evaluación de impacto.
